I think "the one" is something you see in retrospect rather than something you know as soon as you meet a person. When I say that, a lot of romantics argue with me but I look at things a bit more practically. But for me, personally, I don't want to be able to say "She is the one" when I first meet a woman (I had a bad habit of this in my younger years). I want to pursue my wife, win her, marry her, and spend a lifetime with her. I know that's really hard to think about in a divorce-riven culture, but I am committed to it. When I look back at the years together I'll know she was the one, without a doubt. I guess maybe I am a little romantic, after all.
