The constitution could not be implemented unless all member states ratified it, which wasn’t the case. A number of countries did ratify the constitution, but their ratification didn’t change anything…it wasn’t unanimous. Since Mr. Jones' speech, the EU has given up trying to rework the constitution. quote:

I hope he misspoke, because he gave that closing speech in Oct. 2006, and yet he clearly said “May 2000”. The Real ID act was supposed to be implemented on May 2008, six days from now, but it’s been pushed back until 2011. Around 39 states have already passed or are in the process of passing legislation opposing the plan, so good luck with that. quote:
