No, there isn't. I think one or more of those radio licensing databases do list primary artist, but in the SG genre, the best you'll get is the song pages that seaton created for DBM's sghistory.com.

They have to register the song with one of the radio airplay agencies. Each radio station has to pay a yearly(?) fee to BMI, SESAC, and ASCAP, for licensing the right to play the songs from those agencies' catalogs on the air. If they want to play a song not licensed by one of the three, to do it legally I suppose they would have to set up individual contracts with the publishers of each individual song. Since that is highly impractical--imagine as a songwriter / publisher--setting up a contract with each individual radio station in the country!--you basically have to do it through a licensing agency.
