I have read many threads and posts about scoring, but I don't think I have seen this question addressed:

Can posts be voted on multiple times by different users? I am assuming one user can only rate a certain post once, but that different uers might rate the post differently. If so, will the # of votes that you see when you pull the mouse over the stars refelct a total number of votes, or just the last vote?

1. Yes, multiple users can rate the same post.

2. The star rank reflects the average votes given on that post.
